The Ontario Ministry of Health, Public Health Branch awarded $14 million of a designated $20 million dollars, in 1997, to District Health Councils throughout the Province of Ontario in support of preschool speech-language services. These dollars have been designated to enhance already existing services, and is not allowed to replace any pre-existing services that have been discontinued. An extra $2.2 million was released in April, 1999 to further assist initiatives in their implementation. All the dollars flow through health funded agencies. 

The Language Express© was created from community providers and stakeholders in communication development, in response to a call for proposals. The Lead Agency is the Leeds, Grenville and District Health Unit for the Language Express©. The Language Express© Central Office is housed in the Smiths Falls offices of the District Health Unit.

An 18 member System Committee is responsible for the planning, allocation and coordination of all preschool speech-language resources throughout the Lanark, Leeds & Grenville Counties. This System Committee responsibility is a directive of Colin D'Cunha, Director and Medical Officer of Health, Ontario Public Health Branch. To this end, the System Committee has as members, representatives of all stakeholders within this process: parents, speech and language service agencies, professional SLP association, infant development services, child care community, resource teacher services, public health unit, Healthy Babies/Healthy Children, Access Centre for Community Care and local School Boards.
