The Leeds, Grenville and Lanark District Health Unit Board (Board of Health/Lead Agency), is the sponsor of the Language Express©
PSL. As Sponsor, the Board of Health receives, and accounts for, the funding allocated to the Language Express© PSL Service System. It also provides
administrative support functions and services.
Lead Agency Sponsorship Principles include that the sponsoring Board of Health:

recognizes the Language Express© Preschool Speech-Language Service System as an independent organizational structure, whose services are planned and implemented by the PSL System

will enable the Language Express© Preschool Speech-Language Service System to provide high quality, family-centered services and community training as a first priority
