The Ministry of Health & Long Term Care, Public Health Branch targets are achieved through 8 System components, reportable quarterly and annually to the Consultant on Speech &
Audiology, Public Health Branch of the Ministry of Health & Long Term Care. The 8 components include:
- Health Promotion/Education
- Central Access to Services
- Common Intake
- Early Identification
- Assessment
- Range of Interventions
- Parent Training
- Transition To School Supports
The Ministry of Health & Long Term Care defined targets and components formed the foundation of the Language Express© PSL System.
As per the original Funding Letter of Agreement (between the Ministry of Health, Public Health Branch, the System Committee and the Lead Agency, 1999), and the Guidelines for the Development of Preschool Speech and Language Systems (Ministry of Health, Public Health Branch, 1995), the Language Express© PSL has built its system to target four (4) primary goals:
- Reduce the average age at which children with speech and language disorders are identified to a maximum of 33 months (Currently 44 months, Fall 2001)
- Reduce the average wait time between the time of identification of the speech and language disorder and the receipt of first intervention, to a maximum of 6 months (Currently 8 months, Fall 2001)
- Increase the number of children identified and receiving service to 45,000 provincially (ultimate target in our area - 1540 under age 5 years Actual: 968. Fall 2001); and
- Increase the number of children who are "school-ready" entering Kindergarten.
